IEC 63110-1

Protocol for Management of Electric Vehicles Charging and Discharging Infrastructures — Part 1: Definitions, Use Cases and Architecture

IEC 63110-1:2022 defines the use cases, architecture, and definitions for the management of EV charging and discharging infrastructure at the system level. It establishes a framework for communication between EVs, EV supply equipment (EVSE), Charging Station Management Systems (CSMS), and the grid, addressing energy transfer management, asset management, authentication, authorisation, payment, roaming, and cybersecurity. Developed as a technology-neutral international framework to complement and eventually succeed proprietary protocols such as OCPP, IEC 63110-1 provides the reference architecture for interoperable e-mobility ecosystems. Parts 2 and 3, which would have defined specific protocols, were cancelled; Part 1 remains the active architecture document.

Current edition: IEC 63110-1:2022 (1st edition, July 2022)

Scope

  • Architecture for e-mobility actors: EV, EVSE, CSMS, energy management system (EMS), and grid operator
  • Use cases: charging session management, smart charging, V2G/V2H discharging, roaming, and demand response
  • Authentication, authorisation, and payment flows across charging network actors
  • Asset management: monitoring, provisioning, firmware updates, and fault management of EVSE
  • Cybersecurity requirements for EV charging infrastructure communications

Relationship to other standards

IEC 63110-1 operates at the system management layer above IEC 61851-1 (physical charging modes) and ISO 15118 (vehicle-to-charger digital communication). Together these three standards form the EV charging protocol stack: physical layer (IEC 61851), vehicle-to-charger session layer (ISO 15118), and infrastructure management layer (IEC 63110). IEC 62196 defines the physical connectors. OCPP (Open Charge Point Protocol) is the dominant proprietary predecessor that IEC 63110 was designed to complement at the international standardisation level.
