Technical Specifications for Mobile Electrochemical Energy Storage Systems

GB/T 36545-2023 specifies the technical requirements for mobile electrochemical energy storage systems — self-contained battery-based energy storage units designed for portable or vehicle-mounted deployment rather than fixed stationary installation. The standard was issued on 28 December 2023 and became effective on 1 July 2024, replacing GB/T 36545-2018. It covers the design, testing, and operational requirements for mobile BESS used across a wide range of applications from emergency power to field service and temporary grid support.

Scope

GB/T 36545-2023 applies to mobile electrochemical energy storage systems, which are defined as energy storage systems that are transportable and not permanently connected to a building structure or power grid infrastructure. Typical applications include:

  • Emergency backup power: mobile BESS units deployed for disaster relief, field hospitals, and temporary power during outages
  • Vehicle-mounted BESS: battery systems mounted on trucks, trailers, or purpose-built vehicles for on-site power delivery
  • Construction and event power: portable BESS replacing diesel generators for temporary power at remote sites or outdoor events
  • Mobile grid support: rapidly deployable BESS units for peak shaving, frequency regulation, or temporary capacity augmentation

Key Technical Requirements

  • Electrical performance: rated energy, capacity, efficiency, and charge/discharge power requirements
  • Mechanical design: structural integrity for transport conditions including vibration, shock, and dynamic load requirements relevant to road transport
  • IP protection: ingress protection rating requirements for outdoor deployment in adverse weather
  • Thermal management: cooling and heating system requirements to maintain cell operating temperature range across ambient conditions
  • Safety systems: BMS requirements, fire detection, gas monitoring, and emergency shutdown systems
  • Transport compatibility: requirements for safe transport in charged and discharged states; alignment with transport safety standards
