GB/T 36558-2023

General Technical Requirements for Electrochemical Energy Storage System of Power System

GB/T 36558-2023 specifies the general technical requirements for electrochemical energy storage systems (EESS) connected to or operating within power systems, covering operational conditions, power control capabilities, grid adaptability, and system performance criteria. It was issued on 28 December 2023 and became effective on 1 July 2024, replacing GB/T 36558-2018. The standard is primarily aimed at grid-connected BESS assets and sets out the baseline technical performance parameters that such systems must meet to operate reliably within the Chinese power grid.

Current edition: GB/T 36558-2023 (effective 1 July 2024)

Replaces: GB/T 36558-2018

Status: Recommended (GB/T prefix) — referenced in BESS grid connection approvals and utility procurement specifications

Scope

GB/T 36558-2023 applies to electrochemical energy storage systems that are connected to or participate in power system operation, including:

  • Transmission-connected BESS: large-scale grid storage connected at high voltage for bulk energy management
  • Distribution-connected BESS: medium and low voltage BESS for distribution network support, including peak shaving and voltage regulation
  • Renewable energy co-located BESS: storage paired with wind and solar farms for output smoothing and curtailment reduction

Key Technical Requirements

  • Environmental operating conditions: ambient temperature -20°C to +50°C; relative humidity ≤90% non-condensing
  • Power control: active and reactive power output control with defined response times and accuracy requirements
  • Operational adaptability: requirements for grid voltage and frequency ride-through, including low-voltage fault crossing (LVRT) and high-voltage fault crossing (HVRT)
  • Energy conversion efficiency: minimum round-trip energy efficiency requirements at rated power
  • Primary frequency regulation: response speed and droop characteristics for frequency support service delivery
  • Inertia response: virtual inertia requirements for BESS contributing to system frequency stability
  • Black start capability: requirements for BESS that are designated to assist power system restoration following a blackout
  • Power quality: harmonic distortion, flicker, and DC injection limits
