IEC 60086-4 is the safety standard for primary (non-rechargeable) lithium batteries, published by the International Electrotechnical Commission (IEC). It specifies tests and requirements to ensure that primary lithium batteries operate safely under both intended use conditions and reasonably foreseeable misuse, addressing risks of fire, explosion, and hazardous leakage unique to lithium primary chemistries.

Current edition: IEC 60086-4:2025 (6th edition), replacing IEC 60086-4:2019
Companion standards: IEC 60086-1 (general requirements), IEC 60086-2 (physical specifications), UN 38.3 (transport testing)
Scope
IEC 60086-4 applies to all primary lithium batteries, both standardised formats and non-standardised formats, intended for portable applications. It covers all lithium primary chemistries including lithium manganese dioxide (Li-MnO₂), lithium thionyl chloride (Li-SOCl₂), lithium iron disulfide (Li-FeS₂), and lithium sulfur dioxide (Li-SO₂). The standard applies at both single-cell and battery pack level.
Key Requirements
The standard specifies design and construction requirements to prevent leakage, explosion, and fire under normal and abnormal conditions. Requirements include provisions for safety venting mechanisms, short-circuit protection, and constraints on the use of materials that could contribute to hazardous reactions. The standard also addresses quality planning and sampling requirements to ensure consistent manufacture of safe batteries, and includes requirements for safety warning markings on cells and batteries.
Testing Requirements
IEC 60086-4 defines a suite of safety tests including altitude simulation (to verify behaviour at reduced pressure during air transport), thermal cycling across a wide temperature range, vibration testing, mechanical shock testing, external short circuit at both ambient and elevated temperatures, forced discharge, and overcharge where applicable. Cells and batteries must not catch fire, explode, or vent hazardous gas under any of the defined test conditions.
Relevance to Battery Engineering
For engineers specifying or designing products that use primary lithium batteries — including military equipment, medical devices, oil and gas instrumentation, and IoT sensors — IEC 60086-4 compliance is essential for market access in most regions. The standard’s safety tests overlap significantly with UN 38.3 transport requirements, so primary lithium cells typically need to satisfy both standards before being shipped or used commercially. Understanding IEC 60086-4 test requirements also informs product design decisions around cell mounting, protection circuit requirements, and enclosure design.
Related Standards
IEC 60086-1 provides the general framework for primary batteries that Part 4 builds upon. IEC 62133-2 is the equivalent safety standard for secondary (rechargeable) lithium batteries for portable applications. UN 38.3 governs transport testing for lithium batteries and is required alongside IEC 60086-4 for shipment compliance. IEC 62281 covers safety during transport of both primary and secondary lithium cells and batteries.
