IEC 60896-21

IEC 60896-21 specifies the test methods for valve-regulated lead-acid (VRLA) stationary batteries, published by the International Electrotechnical Commission (IEC). It is Part 21 of the IEC 60896 series and provides the testing procedures used to verify that VRLA batteries meet the performance and safety requirements defined in the companion standard IEC 60896-22. VRLA batteries — also known as sealed lead-acid (SLA), AGM (absorbent glass mat), or gel batteries — are widely used in UPS systems, telecoms backup, and stationary energy storage applications.

Scope

IEC 60896-21 applies to valve-regulated lead-acid stationary batteries with a nominal voltage of 2 V per cell, typically used in stationary standby power applications. The standard covers capacity testing, float charging performance, high-rate discharge, internal resistance measurement, and gas evolution measurement. It is applicable to both AGM and gel-type VRLA designs.

Test Methods

The standard defines procedures for capacity testing at the C10 and C3 rates (10-hour and 3-hour discharge rates), verifying that batteries deliver their rated capacity at defined temperatures. Charge acceptance tests measure how effectively a battery accepts charge after discharge. Float charge current measurement establishes the steady-state current drawn during continuous float operation — an important parameter for UPS and telecoms installations where batteries remain on continuous charge for extended periods.

Gas evolution testing measures the rate of hydrogen gas released during charging, which is critical for determining ventilation requirements in battery rooms. Internal resistance measurement provides a non-destructive indicator of battery state of health. High-rate discharge tests verify short-duration high-current performance relevant to UPS and engine-starting applications.

Relevance to Battery Engineering

For engineers specifying or commissioning stationary VRLA battery installations, IEC 60896-21 defines the acceptance test procedures used to verify that delivered batteries meet contract specifications. The test methods are also used for periodic condition monitoring during the operational life of a VRLA installation to detect capacity degradation before it leads to a standby power failure. Understanding the test methods enables engineers to interpret battery test reports and set appropriate replacement criteria for end-of-life determination.
